Resident Meeting Slide Deck | March 26, 2026

On Thursday, March 26, 2026, we held a resident meeting to discuss the upcoming redevelopment project and provide updates to the community. We were joined by approximately 50 residents who attended to hear the latest information, ask questions, and engage directly with our team. We appreciate the strong turnout and the thoughtful questions and feedback that were shared during the meeting.

Resident Commitments


  • Close collaboration with Fitzpatrick and Prattville residents

  • All residents will be relocated into the new development

  • Maintain resident rights and public housing rents throughout

  • Relocation at no cost, rent calculations remain the same

  • Efforts to keep residents in Chelsea during relocation

  • Fall 2025: Environmental studies

  • Jan 2026: Working with City on 40R zoning application

  • Mar 2026: City & State review

  • Apr 27, 2026: City Council public hearing on project zoning


Overall Construction Timeline:


  • 2026: Zoning & Planning

  • 2027: Predevelopment & Relocation

  • 2028: Phase I Construction

  • 2029: Phase II Construction

  • 2030–2032: Phase III Construction


Timeline subject to change. Relocation begins only after zoning & site plan approval.


40R Zoning Process


Part I: Adoption


  • Adopted by City Council

  • Increases housing supply

  • 20% affordable units required

  • Allows mixed-use development

  • Defines height, parking, and design guidelines

Part II: Site Plan Approval


  • Reviewed by Zoning Board of Appeals

  • Evaluates building height, design, parking

  • Ensures compliance with 40R zoning
